Specialty & background
Jessica Kaiser is a partner at Perkins Coie, where she serves as the firmwide co-chair of its Post-Grant Proceedings practice. Her practice focuses on complex intellectual property (IP) disputes for established and emerging technology, telecommunications, and life sciences companies. Ms. Kaiser also has a strong emphasis on emerging technology and software matters.
A significant portion of Ms. Kaiser's experience stems from her prior role as a Lead Administrative Patent Judge (LAPJ) at the U.S. Patent and Trademark Office (USPTO). During her more than seven-year tenure, she managed and decided hundreds of cases before the Patent Trial and Appeal Board (PTAB), including inter partes reviews (IPRs), post-grant reviews (PGRs), and ex parte appeals. In this capacity, she also collaborated with USPTO and PTAB leadership on developing and implementing PTAB reforms, such as agency rulemaking and a pilot program for motions to amend patent claims.
Before joining Perkins Coie, Ms. Kaiser was a partner and co-chair of the Post-Grant Patent Proceedings practice at Arnold & Porter. Her patent litigation experience includes district court and appellate matters. She was lead counsel for Amazon.com, Inc. in its litigation against Nokia Technologies Oy, which involved patents related to video streaming technology. The broader global dispute between Amazon and Nokia, encompassing several jurisdictions including the U.S., Germany, and the ITC, ultimately settled in March 2025. Prior to her time at the USPTO, she also served as a staff attorney in the Office of General Counsel at the U.S. Court of Appeals for the Federal Circuit, providing legal advice on mandamus petitions and motions.
Ms. Kaiser earned her J.D. from Chicago-Kent College of Law, Illinois Institute of Technology, where she graduated Order of the Coif and served as an Executive Articles Editor for the Chicago-Kent Law Review. She holds a B.S. in Metallurgical and Materials Engineering, with high honors, from the Colorado School of Mines. She is admitted to practice in Colorado and the District of Columbia, before the U.S. Court of Appeals for the Federal Circuit, the U.S. District Court for the Northern District of Illinois, and is registered with the U.S. Patent and Trademark Office.
