Doris Johnson Hines

Doris Johnson Hines was a distinguished patent litigation attorney whose practice focused primarily on high-technology and electrical engineering matters, including complex software, mobile technology, and semiconductor disputes. Her technical background in electrical engineering informed her work across various industries. While at Finnegan, she was actively involved in license negotiations, particularly concerning standard essential patents.

During her tenure as a partner at Finnegan, Henderson, Farabow, Garrett & Dunner, which she joined in 1990, Ms. Hines demonstrated experience representing both patent owners and defendants. Notably, she served as Lead Counsel for X One, Inc. in appeals before the Federal Circuit, defending the patent owner's position in Uber Technologies, Inc. v. X One, Inc., which involved mobile device location sharing technology challenged in inter partes reviews. She also secured a significant ITC victory for Rambus, Inc. in 2010, which resulted in an import ban on nVidia Corporation's high-end graphics cards. She argued over a dozen appeals at the U.S. Court of Appeals for the Federal Circuit, highlighting her extensive appellate experience.

Ms. Hines had significant experience with Patent Trial and Appeal Board (PTAB) proceedings, having argued appeals of IPR decisions before the Federal Circuit. Her involvement in Uber v. X One stemmed directly from inter partes review challenges, affirming her expertise in this area of patent litigation.

Prior to her career in private practice, Ms. Hines gained foundational experience as a patent examiner at the U.S. Patent and Trademark Office and as a law clerk to Judge Giles S. Rich at the Federal Circuit. She holds a Bachelor of Science in Electrical Engineering from Rensselaer Polytechnic Institute and a Juris Doctor from George Washington University Law School. As of February 27, 2023, Ms. Hines was appointed an Administrative Law Judge at the U.S. International Trade Commission.
