William J. Barrow

William J. Barrow is a partner in Mayer Brown's Washington, D.C. office and a key member of its Intellectual Property Group, where he focuses on patent litigation and IP strategy. His practice spans a diverse range of technologies, including consumer electronics, computer hardware and software, medical devices, and chemicals. He also engages in transactional work, counseling clients on patent licensing and other IP-driven deals, and frequently speaks on emerging technologies such as artificial intelligence, blockchain, cryptocurrency, NFTs, and the metaverse.

Barrow has experience litigating patent disputes on both the plaintiff and defendant sides, with a notable tracked appearance defending Powermat Technologies Ltd in a PTAB action initiated by Unified Patents PTAB Data. He has served as lead trial counsel in federal district courts across the country and handles matters before the U.S. International Trade Commission (USITC). His work also includes managing complex cross-border disputes involving concurrent patent litigation in the United States and the European Union's Unified Patent Court (UPC).

A significant aspect of Barrow's practice involves post-grant USPTO proceedings. He possesses extensive experience challenging and defending patents in inter partes review (IPR) proceedings before the Patent Trial & Appeal Board (PTAB) and in reexamination. His background in prosecuting electrical and computer software patents further enhances his strategic approach to the interplay between litigation and USPTO procedures.

William J. Barrow earned his J.D. from American University Washington College of Law and holds a B.S. in Electrical Engineering from the University of Pennsylvania. He is admitted to practice in the District of Columbia and Maryland, as well as in the U.S. District Courts for the Eastern District of Michigan, the Western District of Texas, and the Eastern District of Texas. He has been recognized as a "Recommended Individual: Litigation" by IAM Patent 1000 and named a "DC Rising Star" by The National Law Journal.
