Scott Jarratt

Scott Jarratt is a Partner at Haynes Boone, where his patent litigation practice is heavily focused on technology-intensive disputes, particularly before the Patent Trial and Appeal Board (PTAB). His technical experience spans standards-essential wireless telecommunications (e.g., LTE, UMTS), mobile applications and devices, HEVC (H.265), navigation systems, semiconductor devices and manufacturing, cloud computing, multimedia streaming, and medical devices. Prior to his legal career, he worked as a software engineer at a Fortune 50 technology company, developing enterprise security solutions.

Jarratt’s practice demonstrates a balanced approach to patent disputes, representing both plaintiffs and defendants. While his tracked district court appearances show a slight lean toward representing operating companies as plaintiffs, such as Apple Inc. and Tesla, Inc., his significant PTAB work involves both challenging and defending patents. He is noted for successfully representing prominent technology companies in high-stakes disputes and licensing conflicts by developing technical invalidity and non-infringement positions.

A significant portion of Jarratt's practice centers on inter partes review (IPR) and other post-grant proceedings before the PTAB. He is recognized for his statistical success as a petitioner's attorney, ranking in the top 1% of PTAB attorneys by Patexia for 2018 and 2022-2025. He actively contributes to the PTAB bar, serving on the Board of Directors for the PTAB Bar Association. Notably, in 2025, Jarratt led the Haynes Boone IPR team that secured a decisive victory for Downing Wellhead Equipment against Intelligent Wellhead Systems (IWS) at the PTAB, successfully upholding all 38 claims of a key hydraulic fracturing patent in a "clean sweep" of related IPRs. He also represented Tesla, Inc. as a petitioner in IPR proceedings against Intellectual Ventures II LLC in 2025.

Jarratt earned his B.S., cum laude, from the University of Notre Dame in 2003 and his J.D., cum laude, from Southern Methodist University Dedman School of Law in 2009. He was admitted to the Texas Bar in 2009.
