Jeffrey Li

Jeffrey Li serves as Senior Vice President, General Counsel, and Secretary at Keysight Technologies, Inc., where he leads the company's legal, compliance, and customer contracts functions. His patent litigation practice is primarily focused on network security, cybersecurity, and related software/hardware technologies, particularly involving network threat detection and packet security. This specialization is evident through his involvement in extensive litigation related to Centripetal Networks' patents.

Mr. Li primarily works in an in-house capacity, defending Keysight Technologies, an operating company, against patent infringement assertions, and actively challenging asserted patents. His tracked appearances reflect a balanced approach, with one instance representing Keysight as a plaintiff and two as a defendant. Keysight has been engaged in a significant multi-forum patent dispute with Centripetal Networks, LLC. Under Mr. Li's leadership, Keysight has secured favorable outcomes, including prevailing on all asserted patents at the U.S. International Trade Commission (ITC), achieving findings of non-infringement, invalidity, and domestic industry victories. Keysight also obtained numerous Patent Trial and Appeal Board (PTAB) decisions finding 185 claims across eight Centripetal patents unpatentable, with multiple affirmances by the Federal Circuit. Specifically, Federal Circuit rulings have affirmed PTAB decisions invalidating most claims of Centripetal patents, and in some instances, reversed PTAB findings to declare additional claims unpatentable for obviousness. These successes extend to prevailing on asserted patents in the Unified Patent Court (UPC) and German national courts.

Prior to his current role, Mr. Li served as Vice President, Assistant General Counsel, and Assistant Secretary of Keysight, and as Senior Counsel at Agilent Technologies, Inc. before Keysight's spin-off in 2014. He was also previously Vice President and General Counsel at Openwave Systems, Inc., a software service provider, and practiced corporate securities and tax law at Pillsbury Winthrop Shaw Pittman LLP. He holds a Bachelor's degree in economics and philosophy from Amherst College, a J.D. from the University of California College of the Law, San Francisco (formerly UC Hastings College of the Law), and an LL.M. in tax law from Golden Gate University.
