Blue Cross and Blue Shield Association (BCBSA) — also styled BlueCross BlueShield Association — is the Chicago-based national federation of the Blue Cross and Blue Shield system, with headquarters at 200 E. Randolph St. and a second office in Washington, D.C. Blue Cross traces to 1929 and Blue Shield to 1939; the two associations merged in 1982 to form the current entity. It is a not-for-profit trade association/federation, not publicly traded, with no ticker. Reported headcount is roughly 1,500–2,000 employees (common estimates place it in the 1,000–5,000 band); third-party databases list revenue of about $756 million (2022) to $863 million (2024). Its 33–35 independent, locally operated member companies collectively cover roughly 115 million people, about one in three Americans.

BCBSA does not underwrite insurance itself. It owns and licenses the Blue Cross and Blue Shield brands to member plans, handles national policy and advocacy, and runs shared national programs: Blue Distinction Centers, the Blue High Performance Network, Blue Health Intelligence (claims data), the National Employee Benefits Administration (retirement plan assets for member plans), the Blue Venture Funds, the GeoBlue international joint venture, and the Federal Employee Program, for which BCBSA acts as carrier under the FEHBA. BCBSA has also led drug-affordability initiatives such as CivicaScript and the Synergie Medication Collective.

Litigation posture: the case data show one tracked matter, with BCBSA as sole plaintiff and zero defendant appearances — consistent with an operating/federation entity rather than a patent assertion vehicle. Blue Cross and Blue Shield Ass'n v. Celgene Corp. (1:20-cv-01980, D.D.C., filed July 21, 2020) was brought by BCBSA in its capacity as carrier for the Federal Employee Program, targeting Celgene and Bristol-Myers Squibb over alleged delayed generic competition for Revlimid (lenalidomide) and Thalomid (thalidomide). The parties jointly moved to transfer in April 2021; the case was transferred to the District of New Jersey and consolidated into In re Revlimid & Thalomid Purchaser Antitrust Litigation (2:19-cv-07532), where the insurer plaintiffs' operative complaints, including BCBSA's, were dismissed on the pleadings in June 2024.
