Thomas Richard Burns, Jr.

Thomas Richard Burns, Jr. is a patent litigation attorney with a practice focused on intellectual property disputes in district courts and Section 337 litigation before the International Trade Commission. His technical background includes mechanical engineering, informing his approach to complex patent matters.

His experience includes representing plaintiffs in patent infringement actions. Specifically, Mr. Burns served as local counsel for Intellectual Ventures in cases against Capital One, which involved patents related to online banking, tracking user purchases, customized internet content, and scanning hardcopy images. These cases ultimately saw the asserted patents found ineligible under 35 U.S.C. § 101 or non-infringed, with these outcomes affirmed by the Federal Circuit.

Mr. Burns began his career at Howrey, LLP, and subsequently joined Adduci, Mastriani & Schaumberg, where he focused on Section 337 and intellectual property litigation. Since 2021, he has been with Bartkowski PLLC, where his practice continues to center on Section 337 litigation and appellate practice, including inter partes proceedings before the U.S. Customs and Border Protection.

He earned his J.D., with honors, from American University Washington College of Law in 2005, and holds a B.S., with honors, in Mechanical Engineering from Lafayette College (2002).
