Tawfik Goma

Tawfik Goma is a patent litigator at Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, where he serves as a Member in the firm's Miami office. His practice focuses on complex patent disputes before federal district courts, the United States International Trade Commission (ITC), U.S. Customs and Border Protection, and the Patent Trial and Appeal Board (PTAB). With a background in electrical engineering, Mr. Goma advises clients across a broad range of technologies, including telecommunications, semiconductor technologies, integrated circuits, graphics and computer processors, wireless power, medical devices, connected health, additive manufacturing and 3D printing, optical components, displays, memory storage devices, and artificial intelligence.

Mr. Goma primarily represents defendants, aligning with his six tracked appearances as defense counsel and no plaintiff-side appearances. He frequently defends operating companies against patent assertions, including those brought by non-practicing entities (NPEs). His professional background includes a prior role as senior IP counsel for a multinational technology company, where he managed global patent licensing and enforcement, including standard essential patent (SEP) portfolios. Before rejoining Mintz in 2025, he founded and led a boutique IP and technology transactions law firm.

A significant portion of his recent practice involves representing Marlin Semiconductor Ltd., an NPE, as the patent owner in multiple Inter Partes Review (IPR) proceedings. These IPRs, including Unified Patents v. Marlin Semiconductor Ltd. and Taiwan Semiconductor Manufacturing Company Ltd. v. Marlin Semiconductor Ltd., challenge patents that Marlin Semiconductor acquired from United Microelectronics Corp. (UMC) and assert against major semiconductor manufacturers. In at least one such proceeding (IPR2025-01082), Marlin Semiconductor opted for an adverse judgment after disclaiming all challenged claims. Mr. Goma is recognized for his ITC litigation experience.

Mr. Goma's experience includes frequent appearances before the PTAB, representing clients in IPR and other post-grant proceedings. He is admitted to the State Bar of California, among other jurisdictions. He earned his Juris Doctor from George Washington University Law School and holds a Bachelor of Science in Electrical Engineering from Pennsylvania State University. His career in intellectual property began as a full-time patent examiner at the U.S. Patent and Trademark Office (USPTO).
