R. Allan Bullwinkel

R. Allan Bullwinkel is a patent litigation attorney at Heim, Payne & Chorush LLP, specializing in disputes involving computer, electrical, and networking technologies. His practice encompasses a broad range of technical areas, including cellular and 5G technologies, fiber-optic networks, IP routing, video streaming, mobile applications, cryptography, microprocessors, and pharmaceuticals. With all four of his tracked appearances on the plaintiff's side, Mr. Bullwinkel primarily focuses on enforcing intellectual property rights for patent owners.

As a partner at Heim, Payne & Chorush LLP, a firm specializing in intellectual property and patent-related antitrust litigation, Mr. Bullwinkel handles cases in federal district courts and appeals before the Federal Circuit. His notable case work includes representing Network-1 Technologies, Inc. against Samsung Electronics Co., Ltd. et al. in a patent infringement lawsuit concerning eSIM and 5G technologies. He also successfully represented plaintiffs in the Lipitor Antitrust Litigation, which resulted in a $93 million settlement against one defendant, and handled complex patent infringement matters such as Packet Intelligence LLC v. Cisco Systems, Inc. and Two-Way Media v. Dish Network.

Mr. Bullwinkel is active in post-grant proceedings, regularly appearing in inter partes review (IPR) proceedings before the U.S. Patent Trial and Appeal Board (PTAB). He represented the patent owner in Packet Intelligence IPRs and is recognized in the 2026 Patexia PTAB Intelligence Report as a "Top 250 Best Performing Attorney" and "Top 250 Most Active Attorney."

Prior to his legal career, Mr. Bullwinkel spent over a decade as a software developer, bringing significant technical experience to his practice. He earned his B.S. in Computer Engineering, summa cum laude, from Mississippi State University in 1997 and his J.D. from the University of Houston Law Center in 2011, graduating Order of the Coif. He also served as a law clerk to the Hon. Leonard Davis in the U.S. District Court for the Eastern District of Texas.
