Mark Liang

Mark Liang is a partner at O'Melveny & Myers LLP, focusing his practice on patent and technology-related litigation. Leveraging a background in electrical engineering, his expertise spans diverse technical areas including telecommunications, signal processing, multimedia, internet technologies, hardware, electronics, displays, and semiconductors. He also handles cases involving artificial intelligence, data scraping, computer fraud, and standards-essential patents.

He primarily represents operating companies as a defense-side litigator in contentious patent disputes, having guided major technology companies like Google and Samsung. Mark has experience across all stages of patent cases in federal courts, the International Trade Commission (ITC), and the United States Patent and Trademark Office (USPTO). He has been involved in over seventy district court patent matters, multiple ITC investigations, and has argued before the Federal Circuit.

A notable case includes his role as lead counsel for LG against Image Processing Technologies LLC, where he successfully challenged an AI-related patent by arguing for a broad claim construction, leading to its invalidation, a decision affirmed by the Federal Circuit. In his tracked appearance, he represented Viant Technology LLC as a defendant in Intent IQ LLC v. Viant Technology LLC, a case involving patents related to digital advertising services, where some asserted patents were dismissed with prejudice in January 2025.

Mark is highly active in post-grant proceedings, having litigated over forty Inter Partes Reviews (IPRs) and served as lead counsel in such proceedings. An IPR petition (IPR2025-00128) was filed by Viant Technology LLC against Intent IQ, LLC concerning a patent in their litigation, which was terminated in March 2025. He is admitted to the State Bar of California and Illinois, and is registered to practice before the USPTO. He earned his J.D. with honors from the University of Chicago and a B.A.Sc. in Electrical Engineering with high distinction from the University of Toronto.
