Kevin Chu

Kevin Chu is a partner in the Washington, D.C. office of Quinn Emanuel Urquhart & Sullivan, LLP, having joined the firm in 2013. His practice focuses on intellectual property litigation, with a particular emphasis on Section 337 investigations before the International Trade Commission (ITC), where he has represented complainants, respondents, and third parties in over thirty investigations. He also handles federal district court litigation. While he works both sides, he frequently defends operating companies in patent disputes.

Mr. Chu's technology focus spans a range of areas including semiconductors, communications, software, security, computer architecture, optics, and manufacturing. His case experience includes technologies such as barcode scanners, mobile computers, integrated circuits, video processing devices, audio players, wireless communication devices, and vaporizer devices. Prior to his legal career, he gained an understanding of patent prosecution by working as a patent examiner at the United States Patent and Trademark Office.

His notable representations include acting as lead counsel for Taiwan Semiconductor Manufacturing Company (TSMC) and Qualcomm in Marlin Semiconductor et al. v. TSMC et al. (ITC Inv. No. 337-TA-1443), an investigation that proceeded to trial in February 2026. He also secured a complete victory for Juul Labs in an ITC investigation against Altria and NJOY (Inv. No. 337-TA-1368), which resulted in an import ban, and achieved sweeping trade secret misappropriation findings for Samsung Display against BOE Technology Group (ITC Inv. No. 337-TA-1378). Additionally, he served as lead counsel for Qualcomm in a patent infringement action against Apple (ITC No. 337-TA-1093) that settled after an exclusion order recommendation. Although his primary focus is on ITC and district court proceedings, his cases, such as the TSMC matter, have involved inter partes review (IPR) strategies.

Mr. Chu holds dual degrees in Biomedical Engineering and Applied Science Chemical Engineering from Washington University in St. Louis and earned his law degree from The George Washington University Law School. He is admitted to practice in Washington, D.C..
