Specialty & background
William Belanger is a first-chair trial attorney at Troutman Pepper Locke LLP, focusing his practice on intellectual property and patent litigation for high-tech clients. His work spans a diverse array of technology areas, including automotive, consumer electronics, digital technologies, energy (specifically solar EBOS solutions), life sciences, medical and dental technologies, photonics, and semiconductors. His technical background includes a B.S. in mechanical engineering.
Belanger primarily represents patent holders, with a strong emphasis on asserting clients' rights in federal district courts and before the U.S. International Trade Commission (ITC). His experience includes leading trial teams and providing an insider's perspective on the ITC, having previously served as an attorney advisor to Judge Paul J. Luckern at the agency.
A notable recent engagement includes his role as lead counsel for Shoals Technologies Group, LLC in an ITC investigation and related district court litigation against Voltage, LLC. In this matter, concerning electrical balance of system (EBOS) solutions for solar energy projects, Troutman Pepper Locke secured a ruling from an administrative law judge (ALJ) in favor of Shoals, finding that Voltage and Ningbo Voltage Smart Production Co. violated Section 337 by importing infringing photovoltaic "trunk bus" cable assemblies. Additionally, the firm successfully secured no institution of Inter Partes Review (IPR) petitions against the patents asserted in the Shoals case. Belanger also notably represented a manufacturer of ultra-low light night vision cameras for over two decades, which involved multiple litigations, ITC proceedings, and more than a dozen IPR proceedings, culminating in a favorable settlement against major technology companies. He also secured a favorable settlement for a top university in a patent infringement case against a leading consumer electronics manufacturer regarding semiconductor manufacturing materials.
His practice frequently involves IPR proceedings, as evidenced by his experience in over a dozen IPRs for one client and the prevention of IPR institution in the Shoals Technologies case. Belanger is admitted to practice in Massachusetts, Virginia, and the District of Columbia, as well as before the U.S. Patent and Trademark Office and the U.S. Court of Appeals for the Federal Circuit. He earned his J.D. from George Mason University Antonin Scalia Law School in 1994 and a B.S. in mechanical engineering from Villanova University in 1990.
